Why climate change solutions must be actionable and tailored to regional contexts

With climate change accelerating faster than we can adapt, we urgently need to turn theory into action.

That’s why the EU Mission on Adaptation to Climate Change is betting on local and regional transformation—and dedicating serious funding to real-world proof-of-concepts. 

To find out more, we spoke to Deputy Mission Manager Philippe Tulkens, who is also Head of Unit, Climate and Planetary Boundaries, DG Research and Innovation, during the 2025 European Climate Change Adaptation (ECCA) conference in Rimini, Italy. 

He explained why making adaptation work requires more than just money: it’s about connecting research with communities, learning from both successes and failures and breaking down barriers between research, solutions and actors on the ground.
